whenever I apply eye-liner, top inner lid or lower, it always runs so it looks messy under my eyes like I have rubbed my eyes? Unfotuantely, when it comes to eyeliners, you get what you pay for. The cheaper the penicl, the more wax it contains, which is why it doesn't stay put. I recommend Make Up For Ever's Aqua Eyes. It comes in all different colors. You can use it on the inner rim and on the outside. Once applied you have about 30-45 seconds of play and smudge time. After that, where you put it is where it stays because it's waterproof, ALL DAY!

Yes, first you should try switching to revlon colourstay eyeliner or an eyeliner that is waterproof. It will definately take a few swipes for the colour to show up, but trust me it is well worth it. (You may need to re-apply it a bit throughout the day if you like that really dark looking eye as well, but again, better than raccoon eyes). Then you need to put a tranlucent powder underneath your eye, close to the lashline. This will absorb any oils which may cause your makeup to run. (You can use a cheap one if you want, it will work just fine). Then get an eyeliner brush and use black eyeshadow to line bottom waterline AND the lower lash line - as close to the lashes as possible. This way if it does start to run a little bit it will be ';caught'; by this line.

At the end of the day, you definatley do get what you pay for, so it would probably be better just to pay the little extra for a good waterproof eyeliner (bobbi brown, urban decay, makeup forever etc.) I use a lot of MAC products myself but truthfully the mac liners are not so good for the waterline...unless maybe fluidline or something, but even still. (just what I have found). You can purchase these at Sephora or online at http://www.sephora.com/ . To remove it, use an eye makeup remover all over the outside of your eye then get a q-tip and run it along the waterline (use a dry q-tip). If you need a quick fix, you can use olive oil to remove your waterproof mascara and eyeliner! (just don't put any of this directly in your eye...) I really hope that this helps and good luck!
I use to have the same problem and I found that using liquid eyeliner on the top eyelids works pretty well and doesn't smear(as long as you let it dry).Also, I use a dior pencil eyeliner and i have no complaints. I also reccomend Lorac pencil liners.
But basically it depends on the brand of eyeliner that you use.
If you buy some cheap eyeliner at walgreens, don't be surprised of how shitty it will be. So go to sephora or Ulta.

Waterproof eyeliner on the lower eyelash line, and a little bit of powder under your eyes to avoid it from being absorbed. Also you might want to use waterproof mascara too. During the day try to use oil blotters.
I use prestige waterproof eyeliner and it goes on really smooth plus its less than 5 bucks at Longs..

You need to try a smudgeprof one. Urban Decay 24/7 has had rave reviews.
Revlon Colorstay and Barry M are said to be good ones.
I have that problem but found Clinique pencil liners do not smudge and totally stay put. Good luck!
