nope... you are probably using a cheap eyeliner...
get urban decay's 24/7 eyeliner... it DOESN'T come off until you want it to... plus, it's cruelty free and comes in a ton of fun colors!

You may have oily lids or it could be a cheap eyeliner. Try using Urban Decay primer potion as a base or a paint pot by Mac and then apply an eyeliner like Neutrogena or Urban Decay. The price is a bit steeper, but it's worth it because the pigments are nice and they last a long time.
that happens with me too i always have to keep on apllying it, its probably because youre eyes watter, use waterproof eyeliner and it stays on the WHOLE day, and its not all gooey and weird like waterproof mascara.
Only if it`s a cheap quality, MAC has four types of eye pencils, that won`t smear off.
