I've only heard of permanent makeup, which you may occasionally need to have touched up. If that is what you are talking about, you can usually get your upper lash line done from anywhere $100 - $350 ; depending on where you go.
They use a device which tattoos on the makeup.
I wouldn't recommend it though. My mother had hers done, her lips and lower lash line also, and she just doesn't look normal LOL.How much is it to have Semi-Permemant Top Eye Liner done?
